India faces enormous social challenges as well as opportunities for rapid development in the new millennium. Although there have been challenges to higher education in the past, these most recent calls for reform may provoke a fundamental change in higher education. This change may not occur as a direct response to calls for greater transparency and accountability, but rather because of the opportunity to reflect on the purpose of higher education, the role of colleges and universities in the new millennium, and emerging scientific research on how people learn. These disparate literatures have not been tied together in a way that would examine the impact of fundamental change from the policy level to the institutional level and to the everyday lives of college and university administrators, faculty and students. Now the time has come to create a second wave of institution building and of excellence in the fields of education, research and capability building. We need higher educated people who are skilled and who can drive our economy forward. When India can provide skilled people to the outside world then we can transfer our country from a developing nation to a developed nation very easily and quickly. This paper studies the challenges of higher education system in India and gives some suggestions for improving the higher education system.

Mediation is a process by which the two parties to a dispute request a third party who acts as a mediator to assist them in settling their dispute and reaching a settlement mutually. It is a kind of alternative dispute resolution that is different from the conventional court system. In this process, there is no need to go to court or have a special courtroom; instead, it is a fast, easy, and cost-effective mechanism to resolve disputes. However, there is no uniform legislation that deals with mediation in the country. In order to fill this gap, the parliament introduced a Bill in this regard in 2021. It is currently given for recommendations to the standing committees. If passed, it will help reduce the burden on courts due to the pendency of cases.

This paper contributes on flash tool for creating animation of signs of Punjabi Sign Language for learning these signs by both impaired and normal people. As we know in earlier time for visualize something, hand drawings were used to create motion of drawings so that anyone can easily understand the concept with interactive and interesting way. But now technology is developing at very fast rate and each and every day new innovation has been introduced. Animation becomes a part of every field such as education, medical, architecture, forensic and entertainment field etc. Now we are able to create computer animation by using Flash tool. Flash tool is the tool which is used for creating 2D animation. So here in this paper, introduced the animation tool named flash for animating the signs of Punjabi Sign Language. In this paper also examined role of timeline, keyframes, frames and tweening etc. tool to impact the Punjabi Sign Language. These all tools help to promote the Punjabi Sign Language and bring awareness and to improve the learning capacity of people.

This paper is a study about the JSON and XML data security performance of encrypted file process over the web services. Simple Objects Access Protocol (SOAP) is used to access web services. The data can be transferred by XML format. Representational State Transfer (REST) is widely used in web services. The exchange data format is JavaScript Object Notation (JSON). XML and JSON data are stored as plain texts. The XML file is bigger because each data has been enclosed with tags. JSON file is smaller because the JSON format has key, value pair format. The files process of XML data and JSON data encryption is compared by XML and JSON files sizes and XML and JSON encryption time in seconds. The study shows JSON saves CPU and memory utilization. Web service data can be secured by RSA algorithm. We proposed to implement the experiment in cloud platform and increase security and performance.

Laccase is a copper-containing polyphenol oxidase that acts on a wide range of substrates. This enzyme is found in many plant species and is widely distributed in fungi including wood-rotting fungi where it is often associated with lignin peroxidase, manganese dependent peroxidase, or both. Because of its importance in bioremediation. These include abundant applications in effluent detoxification, enzymatic conversion of chemical intermediates, wine clarification degradation of textile dyes etc. In the present study, two potential microbes were isolated on solid medium containing guaiacol and ABTS for laccase activity out of 10 microbes. . Two cultures PHP7 and PKD5 were selected for molecular characterization was carried out using 16S rRNA gene technology of PHP7 revealed as Bacillus cereus (KU878970.1). Using laccase from PHP7 and PKD5 isolates, explored at industrial level for decolorizationof coloured effluents that significance in environmentally friendly and play critical role as bioremediation at commercial scale
